The Emergency Committee shall have the power to call Special General Meetings as may be deemed necessary. <o:p></o:p> </span> </p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(c)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The discussions, statements of members, evidence of witnesses and other matters brought before Council and Committees is deemed privileged and the Council shall have the power to censure or suspend from the Council any member proved to be guilty of a breach of this Rule. <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt"><span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(d)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Each member of the Council shall be entitled to attend all Council meetings and have one vote thereat but no member shall be allowed to vote on any matter directly appertaining to himself or <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt">the Club he/she represents (this principle shall apply to the procedure of any Committee). In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote. <o:p></o:p> </span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(e)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The Officers of this Association shall have the power to cancel any meeting if they consider the business for such meeting to be insufficient or any other adequate reason. <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(f)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; No Club shall be accepted into membership until they have paid their affiliation fee to the County Football Association and to obtain membership they <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt">must quote the number and date of the official receipt issued by the Secretary of that County Association. Clubs whose grounds are used by other Clubs for matches of any <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt">kind shall notify the Association Secretary of such arrangements when made and at least seven days before the date of the match whenever possible. The Secretary of this Association shall not be required to communicate with any other official on club matters. </span>The business of the Divisional Association as determined by the Council may be transacted by electronic mail or facsimile.<o:p></o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(i)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><b style="mso-bidi-font-weight:normal">Member Clubs of this Association may be required to attend specially convened meetings from time to time and Member Clubs who have been notified they are required to attend a meeting shall be empowered to send two delegates to that meeting.<span style="mso-spacerun:yes">&nbsp; </span>Failure to do so, without reasonable excuse, the Member Club shall be fined not less than £20.00</b>.<o:p></o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(j)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>All Member clubs and Service Clubs competing in competitions under the jurisdictions of the Association shall place their players at the disposal of the Council for all representative matches. A player selected to play for the Association shall not play for his Club on the date of the <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt">match for which he/she was selected without the permission of the, Council. Any player failing to comply with this Rule will be adjudged by the Council as guilty of misconduct, and any Club <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt">or Official who may be deemed to have encouraged or instigated such a player to commit a breach of instruction or Rule shall be deemed of a similar breach. <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:72.0pt"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal" style="margin-left:72.0pt;text-indent:-36.0pt"> <span style="font-size:11.0pt">(k)<span style="mso-tab-count:1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; No appeal can be lodged against a decision taken at an Annual or Special General Meeting unless it is on the grounds of unconstitutional conduct. Claims shall be forwarded to the Treasurer for consideration. <o:p></o:p></span> </p> <p class="MsoNormal"> <span style="font-size:11.0pt"><o:p>&nbsp;</o:p></span></p> <p class="MsoNormal"> <span style="font-size:11.0pt">18<span style="mso-tab-count: 1">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span><b style="mso-bidi-font-weight:normal"> <u>SERVICE TO FOOTBALL AWARDS</u></b> <o:p></o:p></span> </p> <p class="MsoNormal" style="margin-left:36.0pt"> <span style="font-size:11.0pt">Annually, subject to the availability of funds, this Association may make awards to persons who have at least 20 years service to local football. Nominations, together with full details, shall be forwarded via Member Organisations (<i style="mso-bidi-font-style:normal">Local Leagues, Local Referees&#39; Societies and Local Area Referees&#39; Committee</i>) to this Association&#39;s Secretary <b style="mso-bidi-font-weight:normal">on or before 1st March</b> each year.
